MHA and MEA clearance is required for Foreign Visitors from any of Prior Reference Country (PRC) ie Afghanistan, Pakistan, Iraq, Sudan, foreigners of Pakistani origin and Stateless persons or for events where participants are required to visit 'Restricted' or 'Protected' areas in India, or areas affected by terrorism, militancy and extremism etc.

The names of Protected Areas are (1) Whole of Arunachal Pradesh, (2) Parts of Himachal Pradesh, (3) Parts of Jammu & Kashmir, (4) Whole of Manipur, Mizoram and Nagaland, (5) Parts of Rajasthan, (6) Whole of Sikkim (partly in Protected Area and partly in Restricted Area) and (7) Parts of Uttarakhand while Restricted Areas under the Foreigners (Restricted Areas) Order are (i) Andaman & Nicobar Islands - Entire Union Territory and (ii) Sikkim - Part of the State as mentioned in para 28.5.2.
